The good thing about the ModStation mods is that other WoWS players have videos going into further details for those mods, such as iChase on the gunsights. You have to search for those videos on TH-cam.

The original threads for the ModStation were from 4/3/2018 & 9/13/2018. The latest version of Mod Station is Version 1.6.1.0. So one can say its not beta as you pointed out. Some has game components such as visual aides in sights, some in match clock, spotted gunnery, and smoke dispersal timers. You can even change the ports a little to you tastes. My advice is to check out the mod options and test them. You can always roll back what you don't like by unchecking the Mod option in the ModStation.

Nope, won't work. PT server is a version ahead of live servers. And the ModStation is only updated when a patch goes live. So the mod station will never work with the PT server version. Also, PT server changes frequently, so mods could be obsolete in a matter of hours. That's why mods are only made for current live patches, and not for testing patches. So short answer is no, mods cannot be run on PT server client.

Most is these mods are informational, port related or for under power client systems. You can always install or de-install the mods easily. Most of what the Modstation players have used has been by trial and error in what they like for a mod. And always you have to update your ModStation when WoWS gets updated. It does not hurt to try the ModStation. To answer question two, yes sometimes I roll back with no ModStation because of a bug issue with WoWS.

BTW, I have never seen the ModStation software not ask for a region. Once the software with administrator permissions is installed, you have three tabs at the top. the first one is select game client. If you see nothing there should be an option for opening a new game client setting. Click on the plus sign to choose the directory where you have WoWS installed. The default directory is C:\Games\World_of_Warships. Then you will have a download bar at the bottom for showing the status in installing the modstation. In the lower right of the window you will have and install button. Click on that button to install the mods. Once completed a play button will be shown once everything that has been installed. At the worst you can uninstall and reinstall ModStation again. It is important to install the software as an administrator privilege. Good luck in getting this solved.

Ok, choose a region, such as NA, CIS, or SE servers. The ModStation will then install the appropriate software based on your server regional location. Then you go and pick the mods you want.
I don't use steam myself. However it was noted from the WoWS thread for the 9/5/2018 ModStation Version 1.3.0.0 and later will be supporting WoWS game Steam client. You can now install modifications for WoWs Steam client. Give it a try and let us know how things turned out.
Don't use text to speech, instead just use your own voice, thick accent and all. We'll respect that more, and understand that it'll take a bit to get better if English is your second language.
