Mutants & Masterminds, not only you can play superheroes, you can play regular fantasy stuff (like D&D) with some tweaks or things like Ghostbusters or Teenage Mutant Ninja Turtles (which... they already are like superheroes...) Also, FATE is a STG, if you go playing it with the expectations that it's a RPG... you are going to have some troubles with it. Same with games that are "Powered by the Apocalypse" like Dungeon World or similar things like City of Mist or Blades in the Dark (None of those game are suitable for a "generic" system).
