"Fair use" allows you to use around 7 seconds of copyrighted video and not violate copyright.

That’s not how fair use works. Alston is right. The 7 seconds rule was probably a rumor that people eventually took as fact. Plus these types of repost channels don’t get monetized on TH-cam. In another community I follow, the compilation channels were all demonetized. Same thing happened to people reposting TikTok videos. Creators had to delete reused content and wait 90 days to reapply for monetization.

I watch the same video 1 year after youtube short start. But guy who the same type of video as guy with beard show others channel which copy from tiktok and change it to short. Guys at that time upload 10x one video hoping of 1 to go viral.
Guys copy fyp video and wishing it go viral on YT when was viral ok tiktok.
But you can build subscriber base with this type of content, but its not for monetization.
Promote your channel after succes with this type of content is possible too.
I think best use is to upload videos from your niche, and wait for subscribers to start watching, subscribe before you start your content.
