yes. usually it's for somebody whose gender you don't know, but also if they/them are the pronouns somebody identifies with. it's best practice to just use the personal pronouns somebody goes by. an example of singular they for somebody whose gender you don't know: "somebody dropped their phone here, i'll try to get it back to them" an example of singular they for somebody whose gender you do know, and who goes by they/them: "clover dropped their phone here, i'll try to get it back to them." as you can see, both work the same way. hope that helps :) - a native english speaker
