I can confirm this still works. I just got some Yankton plate cars from the mission. Just follow everything in this mission and remember 2 things. You can’t replay this mission to get these cars, you can only get them if the mission has just unlocked and you haven’t completed that mission. And finally whatever you do, do not drive or take a taxi to the golf club. And from there follow the instructions. After that the Yankton cars should be sitting in the parking lot for you :)

You have to walk to Golf Club. You are not allowed to use a taxi or a car. So generally no vehicle.
