    He seems to be saying that the way the system is currently set up, banks give developing countries just enough aid to keep them dependent on the banks, thereby maximizing profits and further impoverishing the debtor countries.
    By contrast, America made the political decision to give a much larger stimulus - the Marshall Plan - to our European friends and enemies, including debt forgiveness, and the result was a thriving Europe that benefited all the stakeholders, including us. So he is recommending a Marshall plan for the developing world, and I agree with the proposal.
    Hopefully, Kamala will listen to this and take it to heart!
