Is this piece constructed using (dodecaphonic) serial methods, or is it freely atonal?
It's more complex: it employs cells and intervalic structures which can be changed in the writing process. There is a very complete text about this piece in Scribd

I do not fully agree with you. Ths spirit id there, of course, but the density of musical events, if I may speak so, is much denser tan in Webern's
It seems to me that the tempo is faster than is usually the case with Webern.
