It must be C. The only thing we can THINK she is implying is that he MAY be late, but the subway is not something you can exactly be late for, at least not something like an Airplane or a Train. We can assume she is implying he is late but the first thing is that she is affirming that he is "all turned around" which means he is not going the right direction, and only if we use logic we may assume that BECAUSE he is going the wrong direction, he might be late. Hopefully, they will adress this.
