The stories are just as wooden and flat as this is and the video quality was as bad or worse.
This video without the commentary is the setup. This video with commentary is the punchline. All adds up to a pretty great joke. Thank goodness I watched them in order.

I actually think I might have an answer for Frozone as to why they didn't depict actual villains. The show was already going to draw enough heat and attention from the villains for having a show about their enemies (the supers), having the actual villains in the show would practically guarantee a potentially lethal reprisal from the villains. I mean did anyone see the Batman Animated Series Episode: Joker's Wild?
I just assumed they had no way to get permission to use their likenesses. I mean, can you imagine a kids' show today sending residual checks to members of Al Qaeda or a drug cartel? Plus, it's not like they're going to come in to sign the paperwork and give you a current address.
Maybe they could have got permission from villains who like the attention and are so used to being beaten that they don't care about their ending. But the short needed new villains anyway because the movie have a very limited amount of villains. Syndrome was the only one fleshed out and he only became a villain after the Supers retired. The Underminer came at the end but he came after Syndrome's defeat. The only villain seen in the Glory Days prologue was Bomb Voyage.
Many great movie stars had their beginnings in embarrassingly bad movies and TV shows. Just think, only 12 years later Mister Skipperdoo starred in his award-winning role as General Woundwort in "Watership Down"...
It makes sense to use fake villains. In order to use real villains, the studio would need their permission. But no smart villain would visit a studio to sign a contract and collect money. Plus it would be a PR nightmare if people found out you had villains on your payroll.

This is clearly a parody of Space Angel and Clutch Cargo. Because of the very low budget these shows were given, the producers had to get creative and came up with the Synchro Vox Technique. That's where makeup matching the character's skin color would be applied around the voice actor's lips before they would say their lines into a large box.

The method used to make this was called Syncro-Vox, superimposing talking lips on a photograph or cartoon drawing. Developed by cameraman Edwin Gillette in the 50s it was one of the most extreme examples of cost-cutting methods for limited animation and was used for several morning kids shows back in the late 50s to early 60s, most notably with a series called Clutch Cargo. Though it's long fell out of use in regular cartoons the method is still used on occasion for spoof videos
Man this is sooooooo stupid, but I laugh my head off every time I watch this. It makes me laugh enough playing it normally, but with the commentary, it is even more laughable. The bad animation, the lady like lips (both pointed out by Frozone), and the Lost in Space type stupidity in the dialogue.
In the original cut of the commentary Sam. Jackson shouts that he got connected to a m@#$%& #$%&@#g rabbit and Craig Nelson says that he doesn't know where they got the f$%&@#g rabbit. Although it was censored, It was cut out in the DVD release in an effort to make it more family friendly. The Blu Ray version has the original cut.
Oh, god. I'm telling you, The Incredibles DVD has some of the BEST extra features EVER. This thing is HILARIOUS, and I am SO glad somebody finally uploaded it!
I remember watching this all the time as a kid because it came on the movie's DVD, I always thought it was hilarious but now that I'm older it's even funnier!
The most underrated Pixar short film ever! (Surprised the short wasn't included on Pixar Short Collection Volume 1) It really takes the piss out of the storylines, characters and most importantly of all, the animation at the time with shows like Clutch Cargo. It's a great tribute to them and a piss-take. The commentary is a masterpiece!
I remember when I had the Incredibles DVD and I got bored watching the movie, so I started checking out the extras. I watched the original cartoon several times, but I wouldn't watch the commentary version because I had been taught through cultural osmosis that DVD commentary is a boring thing grown-ups like for no reason. I forget what motivated me to eventually watch this version, but once I was old enough to appreciate it, I was like "Oh man, this is way funnier!"

I remember watching this all the time as a kid because it came on the movie's DVD, I always thought it was hilarious but now that I'm older it's even funnier!
The Incredibles 2 disc DVD had the best bonus content. I remember spending countless hours going through all the bonus features.

The most underrated Pixar short film ever! (Surprised the short wasn't included on Pixar Short Collection Volume 1) It really takes the piss out of the storylines, characters and most importantly of all, the animation at the time with shows like Clutch Cargo. It's a great tribute to them and a piss-take. The commentary is a masterpiece!

I remember when I had the Incredibles DVD and I got bored watching the movie, so I started checking out the extras. I watched the original cartoon several times, but I wouldn't watch the commentary version because I had been taught through cultural osmosis that DVD commentary is a boring thing grown-ups like for no reason. I forget what motivated me to eventually watch this version, but once I was old enough to appreciate it, I was like "Oh man, this is way funnier!"
