Here in the US, we know 'back compression' as 'blowby'. In that the compression is blowing by the piston and rings into the crankcase (what you call the sump). Usually this is caused by polishing of the cylinder liners due to excessive idling of the engine. The only way to fix that is to replace the piston rings and liners.
