It's interesting they even kept the S&M bit in the export version of the game. That's the sort of thing that wouldn't go over well here in the states had a parent noticed what their kid was playing in some mall arcade!
So they decided to localise and export an arcade game about a greedy Japanese politician to another country where the reference would undeniably be lost. Especially in a time where it was common for video games to be associated with kids in North America. The irony is stunning.
