If anybody is still playing this game what I do is go to the signal point outpost and get horatio and let him do everything and you should just get it done undetected
I think outposts in stealth is the best way to get it. I play in Xbox and it's difficult to kill the tanker truck drivers inside and if i wait for the plane to drop a supply box and loot it i don't get a lot of it. But the scavenge option is a pain in the ass because when you use it the outposts will have dogs that reveal your position fast. I usually like to shoot the alarm box first so they can't call reinforcements. I can hide and take them with the .50 sniper. The best way is allways make sure to destroy or disable the alarm box first. I would love to get ethanol from expeditions but infortunately Ubisoft didn't think about that.
Do the limber mill outpost or whatever it is by hurke. It's way faster. Also, take the dog with you to tag and if they start investigating a body tell the dog to attack them. They'll go after the dog instead of triggering alarms. Then just snipe them from stealth. I get 600 every 3-4 minutes 150 scavenge, 350+150 undetected for taking it back.
If you get rid of all the alarms you get extra ethanol which is cool in my opinion. You get an extra 100 in base difficulty Then an extra 200 (I think) in blue difficulty Then an extra 300
I had 2800 ethanol earned in 1h you just need to liberate outpost and scavange it at least 1 time and by your way to outposts you can find some drops so you get ethanol also my advice is to first max out weapon branch bcuz then it will be easier to kill highway man so you can easily libarate 3 star outpost.
So your big tip is "play the game"? If you can make Elite weapons almost everything has been upgraded using ethanol. So you don't really need to farm it any longer.

Is scavanging an outpost the same is taking it over? I take it over after killing the badguys then i get the option to scavenge it it says im already there so it confuses me alittle im new to this game
If you scavenge the Outpost, what you're doing is taking all the ethanol in it an abandoning it. A cutscene later the Highwaymen will re-occupy the outpost with tougher enemies, 1 extra alarm and most important MORE ETHANOL. It's limit is up to Rank 3 with 3 alarms, 2 elite highwaymen so bring appropriate Guns for Hire, higher rank weapons and perks (tactical binoculars and takedowns). It's better to take it with no alarms for the bonus ethanol.
Given a game by Ubisoft, so he is not going to rubbish the game then. You need all elite weapons to do this, and to get them you need Ethanol and to upgrade prosperity. This is BS and FAKE!

In Prosperity Base, the first you should do is upgrade weapon workbench. It'll do the trick.
