As per GPRA -2017 guidelines no such period is mention, only it is mention that an employee can apply for change of quarter only one time in same type of quarter. It means, i think from next month of allotment, we can apply for change.
You can change right after updating your status for change in esampada. No timebound. You can even change after 1 months of occupying the 1st allotment.
These are eligible for all central government employees, from very first day of joining an employee is eligible to apply for these quarters as per there eligibility.
