HERE ARE THE STEPS;
1 - Demolition of the old walkway
2 - Rough grading
3 - Establish sub base with class 2 road base
4 - Compact the sub base
5 - Add the leveling sand
6 - Lay the "Field" pavers
7 - Lay the border pavers in concrete
8 - Broom in the polymeric sand
9 - Do a final compaction of the sand and pavers
10 - Remove all the excess polymeric sand with a broom or blower
11 - Lightly water the polymeric sand to activate it
12 - Seal the pavers with a masonry sealer

What are the bars called
That walkway most likely cost about 5k-7k depending on square foot. Cheap pavers for that size would cost $1500 by itself.
That's a reasonable estimate
