The formula is 1/10 bust + 10.5 cm- For example, (1-2) for a person with bust 94 cm is calculated 9.4+10.5=19.9 + 1 cm (ease). 1-3 is center length of back which is calculated by this formula: 1/4 height - 1 cm. For example, if your height is 168 cm, 1-3 is (168/4)-1= 41 cm. 1-4 is sum of (1-2)+(1-3) but don't consider 1cm ease of (1-2). In the case I explain, 1-4 is 19.9+41= 60.9. Actually no, you need to draft with dart then you can transfer the dart. There is also another pattern without this dart but you should use that for t-shirt or dresses that aren't completely fit.

On the other hand, some tailors go inside the pattern 0.5 cm for each size. For example, if you want to make a 38 size out of 40, just go inside of that pattern from armhole and sides. If you want a perfect pattern, I recommend the first way. Draft with the exact measurements.
