It actually wouldn't be that weird if this alternate Overworld theme was inspired by that SM64 Theme, since the SM64DS Sound Data file used to be the placeholder for the NSMB one when NSMB was in a very early state of development.
New Super Mario Bros has a LOT of elements from and based on SM64 and SM64DS. So it's likely the game was meant to have even more references and homages.

I honestly am kind of relieved the boing effects aren't there, but it is very interesting to know the history of this song. I still remember this theme more since I played that game mode so much lol
