It was designed by Prussian-American artist Nicola Marschall in Marion, Alabama, and is said to resemble the Flag of Austria, with which Marschall would have been familiar.
It’s a real shame what happened to Africa and its people in the 17th and 18th century. Neither the continent nor its diaspora has truly recovered from the slave trade (Islamic or Transatlantic).

It's racist associations are unfortunate. It's a great song and the Confederate battle flag is one of the most striking ever designed. I fondly remember the day when displaying it meant you were a rebel and not a slavish follower of rules. Maybe it can come back when we emerge from our current orgy of self-flagellation. Our history isn't going anywhere just because parts of it make us uncomfortable today. We Americans love chucking the baby with the bathwater; our Puritan urge remains strong, too.
Not to be that guy but just so it’s clear Dixie was never proposed as the anthem the CSA had a song that was supposed to be their anthem but it’s not a good song so most people don’t know it
