I had exactly the same problem with the sym jet 50 I worked on, A good thing to start with is to make sure that the fuel vacuum pump is connected up right, you can check this by connecting the hoses to the pump and when you suck on the end of one, fuel will flow out of the one that goes to the carbs, I will upload a diagram for you tomorrow on how I connected mine. I hope this helps. You may also want to check that the jets in the carbs aren't blocked.
You may also want to check to make sure that you don't have any air leaks on the cylinder or Reed valve as this will also create a vacuum leak and stop fuel from reaching the carbs.
Just a tip for anyone working on a 2t scooter... pumping the throttle without turning over the engine does nothing, it does help on a 4 stroke engine

Hi I’m stuck on the fuel lines I recently bought one of these cheap and the bloke before messed around with fuel lines and pump
