If you're going to book a free visit to visit the Reichtag Dome, why not book the free tour of the building itself, which ends at the Dome so you can explore that at your leisure (or with the audio guide)? I've done it pre-pandemic and post-pandemic. Every tour is different depending on your guide. Post-pandemic we were taken over the high-level footbridge over the River Spree, usually reserved for those working in the German Parliament to use - an experience not to forget. Also if you can time your Dome visit to end at sunset, you can get some great photos across Berlin; the Dome visit includes access to the large flat roof area too.
You can still get tickets through organzied tours or on-site. Each day, there are a number of same-day only tickets and tickets from those you have canceled reserved bookings.
