Yes but if they are durable fibers why not press them to mix with the newer type boards for decking? It would make solid building material and still be waterproof. They could use this for flooring and ceiling or roof tops that are less. The Affordable building material is faster made than using complete trees. The fibrous material might give a natural wood appearance but sustain like boat material. It can cut some plastics uses and increase supplies. More affordable and flexible enough to go through maybe quakes without actual ripping apart.
If this works it's a whole new production line. I agree the Philippines should have as well.

This is not reslly a recycling or upscaling.
It is UTILISATIONS of the coconut husk, to process and make COIR.
It is an age old industry, ----after the coconuts are harvested from the tree or plantations, the coconuts are DE-HUSKED, (it is the outernmost covering of the fruit)
The COCONUT FRUIT IS WITHIN THE SHELL-- in fact all of the tree is actually in various needs:
The water inside the coconut is a refreshing drink, also it is sterile and can be given intravenously.
The fruit portion is Food, and used in cooking, making sweets, dozens of uses. the dry very mature coconut is pressed for coconut oil -a cooking oil.
The shell of the coconut is used for making ladles, and cooking spoons.
The HUSK, is, broken down into the fiber, processed, and used for making ropes of different plys,
coir us also used in mattresses, as a growing medium in nurseries, and gardens,
the Leaf fronds are used for shelter, shade, screens, palanquins for the dead.
From the leaf fronds the SPINES of the leaflets are used as BROOMS.
THE TREE TRUNK OF THE COCONUT TREE, -if very old is used in construction as rafters.
