The "listing" conflict is about access by the SEC to audit "workpapers" of CPA firms who sign off on financial statements. This requirement is relatively new, dating back to about 2003. The problem is that the SEC has no idea how to read and understand workpapers, but they are just following the law in requiring that they be available for review. As we saw with Bernie Madoff, even when the SEC is specifically told about a $50 billion Ponzi scheme, their investigation of Madoff turned up nothing, so the idea that SEC access to CPA firm workpapers would benefit them is ridiculous. If there is a concern about fraud on the part of the SEC, they should hire a competent firm to investigate it for them, instead of trying to look at audit workpapers, which are virtually impossible to an outside entity to understand.

The comparison between war casualties and deaths from COVID is facile. The key distinction is this: wars are human-driven events, there's an element of agency and voluntary destruction, and the decision to cause casualties is willful (to an extent). Additionally, war causes enormous damage to civilian infrastructure. The median age of a CV death was over 80. The median age of dead soldiers and civilians is far younger.
