I've never gone to erie for the run but I am going to try this weekend would you say they are more active towards the mouths of the rivers or further upstream?

Lead head when the waters low. Floaters when it’s up.

What size lead heads you using or are you using floating

Yes.
There's only two color twister tails I was using when I fished the river motor oil and chartreuse
Both are good.
In the situation of those two colors when would you use either one
