if you recruited Paprika, her onboard dialog stated ines was alive and possibly at Rhodes. which felt like confirmation Ines would be an operator.
Morgan is like Dagda, you get her from clearing chapter 12, like you got Dagda from Chapter 11 and Heidi from chapter 10, they'll also give you her chips to.....the tier 2 ones, though I use them on other operators.
regarding chapter 12, if you read the notes you get free T3 mats (like they give you 0 sanity clears a day from chapter 12 and give you 3 of whatever T3 mats that stage drops. so I would recommend, if you want your 84 T3 mats to build whomever to get chapter 12 cleared sooner rather than later
