They raised star is only added to the post World Cup year jersey. So the 2019 post World Cup 4 stars will have the raised star the 2020 will have the 4 stars all on 1 row. If you go back to 2015 you’ll see the 3 stars have 1 raised an then in 2016 3 on a row.
