Sir if CT have three ratio for eg 500-800-1000/1A and we are making star on 800 i.e s3 then should we short the other ratio i.e 500 and 1000, s2 and s4 respectively ?
No you should not short s2 and s4.

Explain the wiring in case of two connected ratio provisions, example: 400-200/1-1-1 CT.
Explain about S3 connection.
that is the same as 600-300/1-1-1...
in your case... 600 is 400 and 300 is 200
all other things are same.
Good.But CTs polarity must be checked to confirm 1S1,2S2 etc.
