Kharcha minimum kr skte ho, fees toh utni hi lgegi, Ex: if fees is of 15 lac which is minimum in any college, is me kuch km nahi hoga, but kharcha tumhare haatho me h, 1 lack for 6 year visa, 6 year me sirf 2 baar ghar ane ka Hua toh 2 lac yaha bacha liye, or monthly 10-11k rent + Food to jaate, if you extremely in low budget, so 22-23 Lac me poora kanjoosi krke kr skte ho.

But bro better to take decision carefully after consulting as much senior students n relevant people as possible, n Ukraine is poorer than many of its regional countries around n so many -ve rumors about it's medicine studies, I heard LVIV is better option there (infact I'm not studying in Phillipines).
