In leaving corners, I can see Meeke suddenly applying throttle, as if the grip level changes that much in that moment and no earlier. In reality, it would be optimal and the quickest to use the smoothest acceleration possible - If you can suddenly add that much throttle, it means it could have been done even earlier, in smaller amount. Unless he was testing his new co-driver or some grip level in corners, he loses some milliseconds to Tänak and Latvala in every corner.
That's exactly the type of thing you should be doing during testing though. You need to find out which wheel starts slipping first if you're want to set up the diffs, suspension, etc correctly. You'll also see drivers intentionally locking up the brakes a bit for this reason too.
