No it is not against the law to record films onto video tapes. There is a levy on blank tape to support movie making. It is illegal TO SELL those recordings...

And in the 80s and 90s people took huge camcorders into theatres to record the movies noway they got away with it without being friends off someone working at the theatre
How the world has changed in just 25 years. Can't see how anyone can keep any sort of tap on any kind of film piracy now. Even studios have sites of their own films to download, along with Netflix, NOW TV, Disney-Life, TH-cam, Amazon Prime etc. thrown into the mix. 1995 seems pretty much completely alien to 2020 in this kind of regard.

Not sure thats true tbh, streaming and simultaneous international releases of movies has actually mitigated and reduced piracy.
