A few years ago I was fishing early fall for snapper blues in Belmar. 3 guys around me were throwing the same lure and killin em. After a few minutes one of the guys walks over to me and hands me his extra lure. I always like to help people as much as I can but didn't expect to be the one who needed help when I woke up that morning. Fishermen, and women, are good people.

Regrettably, the only way to get an HMS Permit is by having a boat to which you can apply that permit. You can not legally get an HMS Permit as an individual or for a four-wheel drive beach buggy, so you can not legally target, catch or keep a bluefin tuna from the surf. It's one of those twisted government conundrums that does not offer a legalized outcome (damned if you do, damned if you don't). - JH
