While a student at Calcutta’s Vidyasagar College, Das was arrested by the police for his anti-government activities.

As written in the article 4 "there is no need of constitutional amendment under 368 for internal readjustment"... Then why 7th constitutional amendment has been done for reorganization of states?? Is there any other provisions for constitutional amendment other than article368??
