Years ago for my own enjoyment I planned out the roster and accompanying move set for a hypothetical Simpsons fighting game called "Mortal Krusty". My favourite character was Mr. Burns who never did any actual fighting, instead barking out orders and having Smithers fight for him. I'm still surprised no Simpsons game has done this.
Brah Simpsons Wrestling did EXACTLY this haha? You play as "Mr. Burns" but actually control Smithers. Burns just throws bombs into the ring. As far as I can remember they're a boss character so not fully functional in the actual fighting game side of it but still it's exactly the same idea as yours.

Skyrim's Clairvoyance! It creates a magic shimmer going all the way from where you are up to the next marker for your quest, even if you have no clue what that would be. Sounds about reasonable for a fantasy setting, right? Noooooooo. *HOW* can so much people be missing or secretly imprisoned when a low level mage can do the "cast, walk, wait to replenish mana" trick and prove where they are? I'm looking at you, Missing In Action quest! ANYONE can find Thorald Gray-Mane! That's more than GPS, that's X-men levels precognition mixed with a flawless GPS. I can't wrap my head aroung how massive that magic would need to be if magic was real, but ingame it is one of the lowest level ones.

Especially considering the fact that he is an old man and probably couldn't fight himself anyways, the suit works even better to explaining how he can fight anyways plus justifies a large health bar (as you're literally trying to break a solid metal machine by punching and kicking it).

(They were well known because of their shorts in the Tracy Ullman show). Another reason is that the game was made by a japanese company (Konami) so they probably didn't had any knowledge about the show. (Maybe the show didn't even air in Japan at the time). And just for a fun fact the game does portrays Mr Burns as a weakling, after you destroy his suit he's still alive and it only takes a single to beat him.
To be fair he has tried to killed the Simpsons a few times in the series, so it's not that surprising he would go the extreme with nuclear battle suit *heck he used a tank just to get to the Simpsons's house in the show*

Final Fight 2 alone could fill another list. You fight Frankenstein's monster, an acrobatic clown (again not in a circus stage, but a train stage), and a guy dressed up as an Oni with wooden clogs and a wig. Then Final Fight 3 has a pirate.
As an aussie I can vouch for how terrifying getting into a fight with a kangeroo is! It's also just as likely to occur in a city street as the bush, those things are everywhere!

Wait, the Hulk is a Terminator? That means he was sent from the future to destroy humanity...Banner probably helped Tony Stark with his AI...the army wastes tons of firepower on the Hulk, weakening them for when the machines rise...IT ALL MAKES SENSE!
There are loads in all the Splatterhouse games, but obvious picks would be the hanging fetuses that you attack with a chainsaw, a boss called "Bellyache" and "Hell Chaos" being a weird decaying head... nice 👍🏼
I personally would have gone for the Teddy bear boss in splatterhouse 3 that starts out as a normal, if rather large, stuffed bear but transforms into this strange, squat grotesque monster who looks like it has just been skinned with massively long arms and tiny little legs.
I think he might be Rodger from Tekken actually, and the Streets of Rage crew save him from a life of fighting in a circus so he can enjoy a life of freedom fighting in the King of Iron Fist Tournament.
There wasn't a lot she could do to protect her child from a robot clown, and the town guard of the hundred acre wood wasn't much help either, being armed with literal pop-guns.
Well you see, Kanga died of cancer in Roo's teenage years. With Owl growing senile and Rabbit being constantly hunted by a strange bald man with a speach impediment, no one was mature enough to help raise Roo. So to support himself, Roo had to turn to underground streat fighting. After winning a few fights, a robot clown manager had tricked Roo into a contract, making Roo a fighting slave.
These boss fights remind me of any coding project I work on after 3AM. I turn it on in the morning and suddenly I've created a terrible Half Life 3 instead of a simple website about cats.

Cadillacs and Dinosaurs was a licensed game, based off of a comic book that got a animated series the same year. (I think there was a toy line as well.) Capcom's Simpsons game was probably truer to series canon than C&D was.

The first entry just puts that section of Streets of Rage in a new light. Maybe an alien fell in a bad part of town and was adopted by a bunch of fans of self-defense. The people you fight on the way were just trying to keep you from find their new friends. In the end, you kill a defenseless alien and walk out thinking you've just stopped some jerk's plot to take over the city or whatever that game's plot was.
Dragons Crown has the Rabbit from Monty Python and the Holy Grail as a boss. He looks a bit out of place next to bosses like a Beholder, a Chimera or the Reaper.
At least there's a reference being made there, though, so in a very specific context it makes sense. Asheron's Call also had a very high level rabbit boss.
Growl. The final boss is a giant clown that throws tanks, like M1 Abrhams tanks, at you then turns in to a worm demon when you punch him enough. The premise of Growl is that you are park rangers trying to stop animal poachers BTW.
1:39 You can clearly see in his portrait that Zamza is a man in armour. He has claws because that's a weapon that exists. And it's likely not a wig, but an attachment to his helmet.
You should have included the final boss of Joe And Mac. Depending on the version you play, it's either a giant green man who shoots leeches at you (in the arcade version), or a cartoonish red devil (on the snes). What makes it weirder is that, either way, the fight occurs inside the body of a t-rex.

This brings some wonderful memories. I loved the Streets of Rage games and the Simpsons arcade game. That Streets of Rage 2 start page is one of the all time best (so is the music).
Ugh, the Simpson game. Way back, like maybe 15 years ago, we were at a hotel that had the arcade cabinet, and me and my sister made it all the way to Mr. Burns, but when we asked for more quarters she wouldn't give them to us. I don't know how many more forms of the machine we had left, but it's still disappointing to come so close.
Everyday is a tough choice, do I take the train and fight the wrestler samurai, or take the car and have it beaten to shreds when I go get a snack at the convenient store.

About Zamza and Oehellis. I think it's safe to assume that the Oehellis head was just an animatronic (since machinery does tend to make weird sounds when you beat the shit out of it), and Zamza was an actor/performer/ gang member working at the attraction.

I would nominate either Johnny or Dr Saturn's Car from Battle Circuit (CPS2, 1997). Johnny is an Elvis impersonator and criminal mastermind with a variety of moves, Dr Saturn is a recurring boss along with his mascot, some sort of green blob he pets like a cat and even when using his grav-car he's vulnerable to grapples (so he can be suplexed... in his car). That said that whole game is weird as all hell, with one player being a small girl on a battle ostrich and another is a carnivorous plant with a giant eyeball in his stomach. In any other side-scroller they'd be bosses, not heroes.
What about Mr. Big from NARC? He goes from a snappily dressed guy in a wheelchair, to a giant disembodied head, then his head explodes and his skull starts chasing you around. The game was supposed to promote the DARE anti-drug campaign, but I am sure the game designers were high on something when they made this monstrosity.
My favorite weird boss? He's really more of a mini-boss, both in level placement and stature, but that would be Psycho Santa from Two Crude Dudes. Not to mention practically any boss from E-SWAT.
Probably doesnt count but at the end of the Armies of the Night arcade mode in The Warriors on PS2, you take on the role of Ghost Cleon and Ghost Fox (if there's two players) to fight Ghost Cyrus for no discernible reason.

Dragons Crown has the Rabbit from Monty Python and the Holy Grail as a boss. He looks a bit out of place next to bosses like a Beholder, a Chimera or the Reaper.
At least there's a reference being made there, though, so in a very specific context it makes sense. Asheron's Call also had a very high level rabbit boss.

Growl. The final boss is a giant clown that throws tanks, like M1 Abrhams tanks, at you then turns in to a worm demon when you punch him enough. The premise of Growl is that you are park rangers trying to stop animal poachers BTW.
1:39 You can clearly see in his portrait that Zamza is a man in armour. He has claws because that's a weapon that exists. And it's likely not a wig, but an attachment to his helmet.
You should have included the final boss of Joe And Mac. Depending on the version you play, it's either a giant green man who shoots leeches at you (in the arcade version), or a cartoonish red devil (on the snes). What makes it weirder is that, either way, the fight occurs inside the body of a t-rex.
No mention of Skullmaggedon from double dragon neon? The dude was a magical skeleton that sang a showtune when you beat him.

This brings some wonderful memories. I loved the Streets of Rage games and the Simpsons arcade game. That Streets of Rage 2 start page is one of the all time best (so is the music).

Way back, like maybe 15 years ago, we were at a hotel that had the arcade cabinet, and me and my sister made it all the way to Mr. Burns, but when we asked for more quarters she wouldn't give them to us. I don't know how many more forms of the machine we had left, but it's still disappointing to come so close.

About Zamza and Oehellis. I think it's safe to assume that the Oehellis head was just an animatronic (since machinery does tend to make weird sounds when you beat the shit out of it), and Zamza was an actor/performer/ gang member working at the attraction.

Brings back memories of my 90’s childhood.
I would nominate either Johnny or Dr Saturn's Car from Battle Circuit (CPS2, 1997). Johnny is an Elvis impersonator and criminal mastermind with a variety of moves, Dr Saturn is a recurring boss along with his mascot, some sort of green blob he pets like a cat and even when using his grav-car he's vulnerable to grapples (so he can be suplexed... in his car). That said that whole game is weird as all hell, with one player being a small girl on a battle ostrich and another is a carnivorous plant with a giant eyeball in his stomach. In any other side-scroller they'd be bosses, not heroes.
Punching people until I find out it's all some mad scientist's workings seems like an eligible life plan.
The 90s was an amazing time.
And of course, pretty much any boss at all from Bad Dudes would have been perfectly at home on this list.

What about Mr. Big from NARC? He goes from a snappily dressed guy in a wheelchair, to a giant disembodied head, then his head explodes and his skull starts chasing you around. The game was supposed to promote the DARE anti-drug campaign, but I am sure the game designers were high on something when they made this monstrosity.

My favorite weird boss? He's really more of a mini-boss, both in level placement and stature, but that would be Psycho Santa from Two Crude Dudes.
Not to mention practically any boss from E-SWAT.
Probably doesnt count but at the end of the Armies of the Night arcade mode in The Warriors on PS2, you take on the role of Ghost Cleon and Ghost Fox (if there's two players) to fight Ghost Cyrus for no discernible reason.
