Our Kollywood or other industry like Mollywood doesn't require any Oscars because those movies are worth more than an Oscar award.Those movies doesn't require an oscar to prove its worthiness.
even arr's slumdog millionare is not his best album. but it got oscar due to sheer marketing. that is the case not oly with oscar but most of the awards including our national award. if we start delving deeper we will loose interest in every awards. so lets appreciate it and start enjoying the moment. whatever it may sounds but the producer spent crores of money and promoted it well. We need such passionate producers in kwood who keep money as secondary and see films as a passion and pride.
Winning awards is like winning elections. You have to make sure that the award voters watch your movie in the first place. There are around 10000 Oscar voters, all of them are artists and technicians in the industry. They do not have time to see every movie that was released that year. If a movie was mainstream Hollywood movie, they probably will watch it anyway. But, if it is an international movie, they would not have heard of it. So, it is the job of the film makers to make them see your movie. This means arranging special screenings and inviting them to watch your movie, which means you have to spend money. This is what all international films competing for American awards do.

RRR didn't compete in main category "original score" like Rahman's, but only in original song category that competed with some montage commercial songs.... If you take Oscar winning movie list for last decade, there are lot of art films which has won Oscars like spotlight, moonlight, 12 years a slave and there's more of them. so problem is they can understand American history or American culture-based art films, but they don't get Indian art films because they don't know history of Indian cultures. This is because each state has its own history, culture and each state have their own movie industry which are very diversified. your point still stands valid for Indian films: commercial movies like RRR has higher chance of getting Oscars if it gets world popularity rather than art film.
