Players not taking the scenario hook is a classic dilemma. In the context of this scenario, the pre-gens are part of an investigative organization that take on mysteries exactly like this. That said, players may always willfully ignore a scenario hook. I've seen some scenarios written to try and list as many justifications as possible for players to have their characters take the bait. For my part, quite apart from this specific scenario, I've come to expect a certain level of engagement from players. Stated differently, I expect them to have created characters that want to go on an adventure, investigation, etc. Otherwise, we're probably better off playing something else as I think there will be different expectations from everyone at the table.
