As a hardcore fan, Eggman is using the Chaos Emerald and there isn't any Chaos Power that uses Vortexes but levitation is a trait many do give such as C(haos). Nightmare which Shadow used in Sonic Battle, yes he used to have that before he became a Sonic clone.

Nah, Tails just might not be as involved in the action scenes (which is always the focus of the trailers). He's probably just as important as Tom was for the first movie.
