Things are being built not finished yet. It's like the famous ghost city that was also in China, with the project finished the entire city got populated in just a few years. I think it is a very Chinese thing to build before the people have arrived I also recall another reported "metro station in the middle of nowhere" that right now is in the middle of a sprawling city, but at that time there was nothing aroud.
