She knows VI still loves her sister no matter what, so she let go of her hate through VI, giving VI the agency to set her free without interference. Also. I think phrase "who decides who get a second chance" is VERY important Jinx is not the only one who needs it. Cait needed a second chance too. She broke VI's heart back in 2x3 So by giving Vi opportunity to free her sister- she shows to VI that she loves her more than hates Jinx And that love scene is sooo beautiful. They FINALLY back together ♥♥♥
Vi is a person who values actions over words. She says this in Ambessa's speech. When Caitlyn indirectly decides to release Jinx and end this relentless pursuit for revenge, she proves that the love they still feel for each other is stronger, and she understands the internal conflict that Vi is going through to the point of releasing the criminal who killed her own mother.

Caitlyn was saying she purposedly stationed all the guards at the Hexgates because she knew Vi was going to go break out JInx and she wanted to indirectly help her (showing how well Cait actually knows Vi) - allowing Vi to break out Jinx combined with what Caitlyn said to jinx about hating her, herself and not having the capacity for it anymore shows her finally letting go of her quest for vengeace while acknowledging that the conflict has shifted from Jinx to Ambessa and Viktor as the main threats. Caitlyn showing that her love for Vi > hatred for Jinx is what led to Vi initiating the impromptu hanky-panky. Also, Maddie was never more than a rebound hookup. Concerning Viktor and his goals, it's fairly simple - The Glorious Evolution; to transcend mortality and humanity. In other words, he's just lost in the sauce at this point, near the bottom of a downwards spiral that started the moment he 'healed' the first person, which in reality was just replacing the sick and damaged flesh with mechanical parts (you can see this in the scene from episode 2 as nearby cogs and other mechanical pieces are pulled in during the 'healing'). In other words, Viktor was actually already partially turning his followers in to machines from the get go - all well intentioned initially of course, through a desire to finally use hextech to help the unfortunate but it leads him to conclude that humanity will always be at odds with it self due to it's seldestructive nature and contradictory desires/actions (see his monologue in episode 6), a concept we've seen explored in many other franchicises, like Ultron in Marvel. Finally, Viktor had to let Sky go because she was his grounding anchor to his own humanity and ultimately a roadblock for him to achieve his own final evolution. He needs the anomaly to complete The Glorious Evolution (i feel like it would atleast be a minor spoiler for episode 9 to say specifically what that entails so i wont).

Because Sky and Viktor are in the same mind, everything one knows, the other knows. Of course, in such a situation Viktor can't find anything to say and says “I will miss our talks”. But in “Glorious Evulotion” there is no room for emotions. Including longing. So Viktor is lying. Sky is also aware of this lie. She knows that Viktor is saying this to avoid upsetting her. As Sky looks into Viktor's eyes, she realizes how bad he feels and that she has to say something. Realizing that Viktor is running out of time, Sky can only say a 3-word phrase to Viktor during this brief time of separation. “No, You won't” This means two things. The first one is “Don't worry, after Glorious Evulotion, you won't be longing anymore.” The second one is “I understand that you tried to lie to me, but you have always been a man of logic. Don't think that I resent the fact that you are giving up yourself and me for all humanity. That would be my most merciful act for you. I'm sure it would hurt you more if you were to miss me forever. Now stop being emotional and don't be afraid to tell the painful truth as I did.”
I brought it up before, they talked throughout Victor’s monologue when he was taken out by Jayce, missing out on it. “That which inspires us to our greatest good, is also the cause of our greatest evil” One of his direct quotes, alongside everything else he says, foreshadows his motivations. Humanity itself, is flawed, and self destructive, he came to realize that, which is what that monologue is essentially about. More importantly, LOVE, is the cause of such evils. Before they watch the rest they should on their own, listen to his monologue. I think it would help a lot.

For Vi to be "wrong" about freeing Jinx, it has to go against Cait's interests. It always was a circle of incompatible interests between Vi, Cait and Jinx. But it isn't anymore. Cait purposefully gave Vi the opportunity to free Jinx, so Vi *didn't* choose wrong (and won't, because of it, lose everyone as she won't lose Cait), as Cait making a kind of peace with Jinx is "breaking the cycle" of incompatible interests. (interestingly, because Jinx should've been the one to break the cycle) Also "in the cell??". Yeah, may be weird, but first, all the guards are gone, they're alone, and secondly, it's a writing choice, because it completes their cycle: They met in the cell, Vi came out, and now they really find to one another, Cait coming in. Isha: Yeah, she's dead. Perhaps there could've been more ... grieving for the audience, idk, but you can be sure at the latest when you see how devastated and done with everything Jinx is. If Isha still was out there, she would ask Cait about seeing her and always try to get back to her. You've seen their connection.
I think that was intentional, the devastation that we see Jinx go through, but by just removing Isha's presence and not addressing it further it underscores the reality of grief and loss. The world doesn't stop because we lost someone we love, it just trudges on, indifferent to the hole that their loss leaves behind, while people scramble to find any small reminder of them. I think was an intention play on the denial and bargaining stages of grief that is thrust upon the audience.
The creators of this show are truly brilliant - every scene and every choice made is so intentional - to make convey a message to the audience in such a beautiful way.
