Russia is one of five permanent members of the United Nations (UN) Security Council . Those 5 nations (USA, Great Britain, China, France, and Russia) can unilaterally veto all decisions of the UN, except "procedural" matters. UN is headquartered in Manhattan... the most expensive part of New York City. It is mostly funded by USA so figure UN exists solely for USA to gain advantage from it.
