Judea Pearl is a professor at UCLA and a winner of the Turing Award, that's generally recognized as the Nobel Prize of computing. He is one of the seminal figures in the field of artificial intelligence, computer science, and statistics. He has developed and championed probabilistic approaches to AI, including Bayesian Networks and profound ideas in causality in general. These ideas are important not just for AI, but to our understanding and practice of science. But in the field of AI, the idea of causality, cause and effect, to many, lies at the core of what is currently missing and what must be developed in order to build truly intelligent systems. For this reason, and many others, his work is worth returning to often.

As brilliant as he is, even Pearl finds it impossible to conceive of a consciousness that is completely different from our own. He doesn't see that this system of rewards and punishments, aka biological evolution, while absolutely essential for the development of our own intelligence, will have no bearing whatsoever on AI that we develop ourselves. Artificial Intelligence that we create will not be Human Intelligence, but that won't mean that it is _not_ intelligent, or conscious. _We_ need to become intelligent enough to realize that.

While I agree that you bring up that consciousness could possibly expand beyond our own definition, I find it very hard to do so. Effectively, we only define intelligence as the means an entity can manipulate itself and its surroundings to achieve a goal. If there is no goal, then there is no need to make decisions, and the impossibility of measurement. Unfortunately, I think that need for empirical data in order for us to make the iterations necessary to achieve better AI, will constrict it to the same paradigm of benefit/reward as we ourselves have.

I think he's mixing free will and consciousness a little. The decision to tweak was a result of deterministic processes or quantum randomness.
