I reached Master Rank last season using Infernoble Knights and I can tell you exactly why you never see it on the ladder and the reason is very simple, people don't like to think, they like to have something that gives them easy wins and that's why most players go for the meta or for a deck that offers them that easy win. Infernoble is very demanding in terms of the different paths you can take to get to your favorite end board and if you make a mistake on the way to get to that end board you get stuck and can't continue, so you have to take into account both, the opponent's interruptions and your own plays so as not to make a mistake, because even if the opponent has no interruptions you can cut the path for your end board yourself, while other decks allow you to simply vomit monsters on the field without serious penalties if you make mistakes along the way because you can just vomit more monsters to make up for the mistake or decks that simply use floodgates to not allow the opponent to do anything. That is the reason why no one knows how to classify the deck, because no one dares to use it because of how demanding it is and they prefer to go the easy route. Like, even in the Limit 1 event the deck is crazy. I have videos of the deck in my channel.
I agree with your tier list overall except for HEROs being Rookie as it can still surprise people if played right for a Rogue deck, Chimera being B tier is a stretch since Guardian Chimera and Super Poly imo carry the deck more so than Branded, Traptrix definitely a Rogue deck you don’t see often but can be crazy with the Hole cards but definitely not rookie, Runick being A tier is a definite stretch because the deck struggles going second, take my word on that one because I played multiple Runick variants before and always struggled going second with each of them I’d put it in B tier, Dinos definitely C along with Dinomorphia because of their lack of follow ups to effect damage the Dinomorphia player is at 1 LP and used up all of their Sonics then what, otherwise the rest of your tier list is very solid….

I think Kashtira is wayyyy too High. That deck has no consistency and snake eyes has ways to beat it esp if they play subversion
Yeah you can literally end them with a single ash or imperm a lot of times 85% of the matches. Plus they have no negates and will lose to a single nib
