The return current flows through the earthing device & saves the bearing. That is ok.. But why the resistors provided ? If they are not there also the current will pass through the low resistance path (earthing device).. Isn't it .?..
Not mentioned: does the wear life of the carbon brushes exceed that of the boogie overhaul life? Or must the brushes be replaced on a regular schedule?
Q.1 In normal running condition when there is no leakage of current from any electrical circuit, how much Ampere current flows through earthing cable ? Q. 2 If in some scenario maximum 400 A current passes through earthing equipment, will axle or assembly disc may go heat up or can crack ? Q.3 what will happen if current above 400 A passes through it ?
Current depends on the output of transformer. If any live cable touches the body of the train it should have the capability of pass all the Current to ground.

It must be replace, but not for the short period.
Normal working life of carbon brushes is 1-1.5 lakh km.
