What about pvc membrane, during grouting it would damage which is not correct.....

1:4 is Cement: Sand ratio & what about wc
It will be depend up on local temperature which should be decided by Quality Control department.
Concrete to water proofing membrane surface not rock surface for rock surface you should be hole in pvc membrane 😊
