The nomad no longer sells fishing rods so I'm not even sure if fishing is still a thing, if it is then you now have to craft tier 1s with the stuff from the crashed ships and upgrade it that way

Can you still upgrade a fishing rod? I remember you could just by combining two of them, but it seems it doesn't exist in this update
