There's actually a preset disaster scenario based on this in the Scenarios tab in-game. Yes, it destroys the dam, and your city. The scenario is quite difficult to beat.
Not sure what was stranger... the tornado hopping over the wall, or the blimp going underwater. I really don't understand why the game would require the latter, so I'll call the blimp the stranger of the two.

I don't know... maybe the building lake would be a great place to show off your engineering prowess by making sure that 1, the "windows" are strong enough to keep the water in, 2, that you have enough oxygenation of the water to keep the plants and sealife alive. I'm pretty sure there'd be enough people who wouldn't mind living in an aquarium, especially young children.
tornado cows sounds like decent burger joint. and i love cows too! especially in between bread with their best mates the piggies. Jesting aside, like majority of domesticated animals cows are fantastic companions (if you do not try to poke them to make them mad like toreadors) they seem to be very keen on getting scratched if you are near smaller farms because farmers there tend to be more attentive to their smaller heards - giving the cows much higher chance of thinking humans are nice.
Looking forward to @CityPlannerPlays, reaction to this, I think is his all vanilla and DLC build. You noticing all those lumps and bumps are going to get to him. He has a problem as he states "letting perfect be the enemy of good". We will have to see if we can get him to name a bridge after RCE in one of his builds and you can have a bridge review of it.
I think the way blimps work is there a little bit of geometry underneath them (most likely a very skinny and tall cube), and that dictates how high they are above the ground. If they go over a bit of higher ground, the cube will collide with the landscape, and the blimp will raise, and if it flies over a low bit, the cube will fall at a set speed until it collides with the ground. So the blimp can’t collide with the ground, because you can’t have overhangs in your level geometry. This would also explain why blimps can collide with some get things, such as other blimps and buildings, since this invisible cube can’t collide with those.
Children still drive cars. I’ve seen it myself! Little bob decided he wanted to go to Disney world in my city. IN A VAN!? HE OWNED IT! So yes, children can drive.
Matt, please, I beg you, find out if a collab of some kind with City Planner Plays would be viable. I know it can’t always be done for various reasons, but the interaction between two real professionals in a city builder of some kind would be amazing
A few things, if no one has mentioned them yet. As you've discovered, students teleport to schools. This will be the case even if the school is isolated on a piece of road that doesn't connect to anything else. You've also discovered that the game's matchmaking algorithm leaves much to be desired. Rather than considering distance, CSL just draws upon an available resource, so that's why fire trucks come across town and the nearby station is inactive. There are multiple mods that address this deficiency in similar yet competing ways. Vehicles disappear as soon as their path breaks.
Concerning the Lake Buildings. Be very interesting to use a river to feed the catch and not an independent water source?! Engineering challenge - How to fill, maintain max cap, and have a run off for the Building Bath Lake without a water source in the middle? Expert level - the water is cleaned water from PooCano.

Hello Matt, I have another interesting myth for Myth Busting. I've found that in cities' skylines, ferries can drive through a steep canal (with a gradient of about 45 degrees). So Im questioning whether is it possible that ships can drive vertically. In Addition I really like this idea to use Skyscrapers for building a pool. This could be the biggest fish tank the world has ever seen!
From what I remember, elementary schools are the only ones that don't generate traffic - children just teleport to them. I could be mistaken, but not even the distance matters. Students even outside of its range will use it if it has vacant slots. That being said, pretty sure high schools and universities to generate traffic - so repeat the myth with those

For the looping road you have to disable despawn in TMPE, otherwise vehicle will automatically despawn if they have no possible destination. Myth to be recheck in my opinion xD

For the looping around myth, try using traffic manager and turn off despawning. Then you'll get cars going in a loop forever.
