Really, we need to prohibit minors from possessing phones with cameras, and we should penalize anyone who provides a minor a phone with a camera. Carriers should be responsible for having their customers attest to which lines on the account are used by adults, and phone models with cameras shouldn't be able to be activated on lines used by minors. (Of course, in addition to new phone models, hardware blocks/limitations would need to be implemented to prevent "camera accessories" from being able to be created/used.) Kids were mostly fine playing around on message boards that didn't involve posting pictures of themselves or looking at pictures of their peers, and while the ideal would be to get the camera _and_ the data (internet) off their phones, I think a ban on the camera would protect the most important interests and have realistic support.
I understand you're coming from a good place, but that sounds horrible. I don't use social media, but I wouldn't want to be forced to submit a picture of myself (and I suppose some sort of document, at some point, to prove my age in the first instance) in order to use one.

Never understood how every social media device has a camera and no one thinks to have a photo of the user to verify age each time of use.
