Maybe you're doing it on a PC? This only works on the youtube app and you have to use youtube NOT youtubestudio app. Then click the Cross at the botton next to shorts and subscritptions and click SHORT

They have such a clunky way to do it still!!! There's a bug. Often it shows my first frame as what should be the thumbnail as expected, but wait till you upload and it's some random frame from the middle of the video. I didn't change it because it showed correctly when uploading... I found out that MOST of the time, it's because YT needs time to truly download your video in the background in full before it can do it's thing. One workaround is that even if the frame is showing correctly, click the pencil icon, scrub to a different frame, then scrub back to the first frame. I only remember to do this like 5% of the time. So hacky. They need to fix it where you are able to change it after the fact!

It could be 3 default options from the video including the first frame as a default as it should be. They don't even have to give a custom thumbnail option.

The pencil button only appears when your uploading. After uploading you are unable to change the thumbnail.

Exactly. Had that too. It looked like the first frame, which I wanted, and then later I saw it had indeed changed. Grrr.
