Minnesota is in the top 5 safest and jobs opportunities state in the United States overall and it’s not that expensive to live in Minnesota. Both Minneapolis and Saint Paul are the twin cities. On the West End of the Great Mississippi River there’s splits Minneapolis from Saint Paul and where Saint Paul is located at the East End of the Great Mississippi River. We Welcome Everyone

Something i would point out in relation to distance and driving times is that the Twin Cities is a very suburban metro so not everyone works in downtown Minneapolis or st Paul, many jobs are located in the suburbs so people commute from one suburb to another which can lead to driving across the metro. When i worked at the st Paul US Bank office a girl was hired in my department and she told me she got a job at the st Paul office cause it was closer to her home in Oakdale in the east metro, before she had worked in the Hopkins west metro office, so she was driving from the east to west metro everyday.
The Twin Cities actually has pretty decent transit, especially in comparison to a lot of other major midsized metropolitan areas. Perhaps it's a little less dynamic since the pandemic, from what local friends communicate. But it's a quality system which has been, largely, improving and continues to grow, which is very useful especially in and around the city centers. Perhaps the suburban and larger regional areas could do better in seeing expansion of commuter rail and service within the outlying areas. But, the same could be said for all but the largest cities in North America, also. Continued expansion of Amtrak service has been a plus, with a second train daily from St. Paul down through Red Wing and LaCrosse then to onto Milwaukee and Chicago. Daily service to Duluth may be returning in coming years. While it might not be entirely ideal to live carless in Minnesota (especially in colder weather months) one can certainly get around on transit in the Twin Cities, making valuable use of it rather than having to drive everywhere, for either work or recreation.

While I'm not from MN, I've been watching these videos like crazy and you could also look into listings around Buffalo or the Western edge of St Michael and Albertville. I'm not certain, but you might be able to find some property with a bit of land around those places.
