Money Changer is quite rare in Taiwan, mostly people will withdraw from their ATMs or rely on the money changer in the airport.
What time all these store open? Was taxi around and easy to hail?
Around 11AM most stores are already open. Yes lots of taxi nearby and if you want to hail use UBER
