I think applying the tree wound makes sense. You might not need it with a vertical cut, but a horizontal cut will collect dust and viruses. Rain will wash contaminants into the tree. That will cause the living tissue to recede, and you don't want that while the grafts begin to adhere.

If you're in a place with Mediterranean climate with cool summers it will also work just keep your tree hydrated and your scions half shaded during heat waves. I would recommend you feed a month before you stump so the tree has stored energy to bounce back faster and push through the scion once healed. ✌️🥑 thanks for watching
I didn't wet the inside but the wound was definitely shedding moisture. Sometimes it looked excessive so I would take the bag off and let it breathe for a couple minutes.

Personally I like one vertical cut, and then insert the scion from the top - that way the existing bark also puts pressure for better contact.
