The turnpike roads were not "private action." Parliament generally issued a 21 year authority to a turnpike trust *over an existing stretch of road* for the turnpike trust to *maintain.* Parliament set all the standards, determining what the maximum toll was to be and what the standards of the road were to be. IE Parliament standardized the road network throughout Britain, not the turnpike trusts. The turnpike trusts were not private entities building roads, they were government contractors hired by the government to maintain the existing road network and given the power to levy a tax to pay for themselves.

Unfortunately... Putting these questions in the sphere of economics really is why we have this silly discussion today. It's not about "what is least expensive to do? A private police force or a police force that is built by elected officers from the community? Like the one we have now?" The answer to that question is IRRELEVANT. The real question is "who can we trust with the POWER of the police force? My employer who has every incentive to undermine his opponents as much as possible and pay me as little as possible? Or the officers chosen by the community as a whole in a process we call politics?" That is why we don't have a private police force. You can't trust Coca Cola with running the police force. Sorry we have seen that movie, it had death squads in it. Literally. It happened. We see the same story with control over the infrastructure. With out infrastructure you do not survive. The reason why New Mexico is one of the least developed places in the USA is the public offices there refused to bow and scrape and pay the bribes to get the early rail connections that other states were getting. Those who controlled the infrastructure and the capacity to build infrastructure had the power to determine who was wealthy and who was poor, who could do business and who could not. That's how the first oil trust was built as another example. But yes, let's give single individuals this power. They should be kings because they will spend less money on the railroads doing it then if the community had a say in the rail management.

So... these associations would deliver justice "for the rich " or those who have money to pay for it. Obviously they wouldn't patrol poor areas where the people couldn't afford to participate. 🙄 (seems like a bit of oversight)
