Sheev Palpatine was born with deep rooted darkness within him but perhaps if he had a loving family, he could learn to harness this darkness and use it for good purposes. Also, Darth Plagueis would likely find someone else to be his apprentice so a Sith Lord of some sort would still trigger events that lead to the Clone Wars as there was simply too many festering problems in the Republic for there NOT to be a Separatist movement that leads to a galactic civil war. However, Palpatine being a warm and caring father figure to Anakin that is exactly that and NOT a manipulator would likely save him from falling to the Dark Side which could very well save the Republic and the Jedi from destruction.
